歐盟 (EU)2019/320法規(guī)要求2022年3月17日起,對進(jìn)入歐盟市場的智能手機強制實施Delegated Regulation (EU) 2019/320法規(guī)要求,該法規(guī)要求進(jìn)入歐盟市場的智能手機須支持獲得緊急服務(wù)的功能。
相關(guān)法規(guī)要求無線產(chǎn)品出口歐盟,須滿足RED指令2014/53/EU要求,即Article3整個章節(jié)包含:
1.Article3.1(a):Safety, SAR
2.Article3.1(b):EMC
3.Article3.2:RF
4.Article3.3(a..i)
Test section測試要求
A. Section 5: “Galileo compliance”- ETSI TS 103 246-5 V1.3.1 (2020-10)
1. Smartphone Galileo GPS system智能手機必須支持伽利略GPS系統(tǒng)
2. NMEA (National Marine Electronics Association) output test 輸出測試

B. Section 6: “AML compliance” (Advanced Mobile Location)-ETSI 103 625 V1.1.1 (2019-12)
1.Transporting Handset Location to PSAPs (national Public Safety Answering Point) for Emergency Calls.
將手機位置發(fā)送到PSAPs(國家公共安全應(yīng)答點)用于緊急呼叫。
2. Accept test case (fucus on LTE) from R&S solution.
接受R&S解決方案的測試用例(重點在LTE)。
C. Section 7: “WLAN location compliance” with 5 building type (ISO/IEC 18305)
1.WLAN compatibility.
WLAN兼容性。
2. WLAN TTFF, (14 test scenarios)：fulfills the 20 seconds requirement to get a first position fix.
WLAN TTFF(14個測試場景)：需滿足20秒內(nèi)獲得首個位置定位的要求。
3. WLAN position accuracy,(14 test scenarios)：to achieve a horizontal position error of max. 30m with a confidence level of 67 %.
WLAN位置精度(14個測試場景)：達(dá)到最大30m水平位置誤差，可信度為67%
認(rèn)證要點：
新產(chǎn)品申請可搭配 RED證書一起提交審核；
已發(fā)證產(chǎn)品可提出派生申請，增加Article 3.3(g)審核；
已在歐洲市場銷售的產(chǎn)品，需要在2022年3月17日后再次進(jìn)行進(jìn)口報關(guān)時，必須符合新法規(guī)要求。
(EU)2019/320法規(guī)相關(guān)要求解讀:
1.補充REDArticle3.3(g)項。
Supplementing of RED Directive 2014/53/EU of the European Parliament and of the Council with regard to the application of the essential requirements referred to in Article 3(3)(g) of that Directive in order to ensure caller location in emergency communications from mobile devices.
2.適用產(chǎn)品:智能手機。
The essential requirements set out in Article 3(3)(g) of Directive 2014/53/EU shall apply to hand-held mobile telephones with features similar to those of a computer in terms of capability to treat and store data.
3.要求產(chǎn)品符合Wi-Fi和Galileo標(biāo)準(zhǔn)，并支持向緊急服務(wù)傳輸數(shù)據(jù)的功能。
Compliance with paragraph 1 shall be ensured through technical solutions for the reception and processing of Wi-Fi data, data from Global Navigation Satellite Systems compatible and interoperable with at least the Galileo system referred to in Regulation (EU) No 1285/2013, and for the making available of that data for transmission in emergency communications.
4.該法規(guī)自2022年3月17日起生效。
This Regulation shall enter into force on the twentieth day following that of its publication in the Official Journal of the European Union. It shall apply from 17 March 2022.
